VW GTI Miss in Cylinder 3

hello y'all. i have a 1991 VW Golf GTI. i have a miss in the third cylinder. i noticed it first last year because the car lost power. i pulled the plug on the third cylinder and the plug was fouled. so i replaced the plug. that didn't help cuz it fouled again. then, i took off the fuel rail and rebuilt the fuel injectors and tested each one, especially the third from the left timing belt side. all working normally. the valve itself is working fine. everything is moving normally at cylinder 3 in the engine. compression is fine throughout the engine and at cylinder 3. so, it seems like there's fire, there's gas, there's air, but it still has a miss. what could be causing the miss? any ideas about what to test?
