    Question Golf (MK3) front fender issue

    I'm taking apart my golf to fix the front fenders. I haven't done anything major in terms of body work or engine work before, so im fairly new to the experience of mechanical repair and restoration, so please bear with me.

    My left fender was easy to take apart. The other side (right) is proving to be more troublesome. I unscrewed all of the screws, attaching the fender, all except the back one (inside the wheel hub). Some thing -- and this is where my novice terminology begins -- is blocking access for me to unscrew that one damn last bolt. I attached some images for reference.

    What the hell is that thing? break pump? can it be removed? (i cat see any nuts/screws/bolts etc.) and how do i get to that last bolt to release my fender?
